red Number of cells over limit of 100,000,000 Index not split

The BIA occured a Red alert about Number of cells over limit of 100,000,000 and Index not split.

Some cubes like Cube_A with 25,785,790 rows in Fact table exceed the limit of the max cells.

But I find another cube like Cube_B with 536,089,021 rows in Fact table, why this CUBES hasn't the limit cells issue?

Could you please give some suggestions?

PS: I checked the BIA index type, the index type of  Cube_A is Normal(C) and the Cube_B is Normal.
